The Workforce Innovation and Opportunity Act (WIOA) requires Department of Labor (DOL) YouthBuild grantees to be one-stop system partners. 


A meaningful partnership includes three components:

  1. YouthBuild participant access;
  2. YouthBuild program participation in the one-stop system; and
  3. A solid Memorandum of Understanding (MOU) and Infrastructure Funding Agreement (IFA) outlining YouthBuild program expectations and services, one-stop expectations and services, and required YouthBuild program payments to support the one-stop system.
